You need to contact an RV dealer that installs DTV or your RV dish maker to set up a travelers account.

Sort of. The Traveler's Account includes either the New York or Los Angeles network channels, regardless of where you're traveling.
Distant Network Services (DNS) allows you to receive NY or LA channels, provided your local network affiliates grant you a waiver. But those waivers are virtually impossible to get.
