how can i reach billing dept. by email about a problem

my initial email complaint was replied to via a "do not reply" email, which does not help at all in communicating with AT&T

There is no email support, you must contact DirecTV by phone for billing support.

They don't do support by email. You either get guidance from other customers (who sometimes can help figure out what is going on with billing or explain it better), or you call support as normal.

Good luck.

Three months and counting.

Dozens of promises,

Still being charged for 5 receivers when we only have 2

Hopefully it will get resolved before my great grandchildren retire.

(I have no grandchildren yet, so...)

Perhaps start a fresh thread about your situation. Usually better than trying to reply to a post from over a year ago (June 2020). Otherwise give DirecTV a call for official support.

Just be cautious of any "Private" messaging. Hopefully the new system works as the old one was often not private.
