Some channels may restrict to in-home streaming for some content, so the computer (PC/Laptop) needs to be on the same home network as the DVR. DirecTV only connects you to the content, it is up to the individual channels on what is allowed only for in-home streaming and what may be streamed out of home (though nothing can be streamed out of country).
You can't connect your laptop your DVR/Receivers. The DirecTV app only supports tablets and smartphones, not PCs. But you can stream many DirecTV channels via your account at www.directv.com
