Dish installed on a 4th floor balcony.

My daughter is having Directv installed tomorrow. She lives in an apartment and the satellite dish has to be on the balcony. The complex Mgr said it has to be on a tripod or in a bucket. Does she have to supply this herself? If so, what does she need to have. If not, is there an extra charge and how much?
