No connected DVR in status screen on H23 receiver

Are the H24 DVR and H23 receiver not compatible with whole home service? I activated this service , watched the videos, followed the directions but can't get receiver connected to network DVR.

Right as neither one is a DVR in order to use Whole Home there must be an HDDVR with a hard drive to record/buffer the programs to share with the H23/24. If you are using an HR24 then do you have a SWM system?  If so then the H23 needs a Connected Home Adapter to use it.

You didn't say if you have a SWM system or not.

Do you have the Connected Home Adapter (DECA) connected to the H23?

Whole Home DVR is not simply turning it on. If you upgraded to any Genie it would be installed as that is Directv's Advanced Whole Home HDDVR. Years ago you were able to upgrade to Whole Home system, even without a Genie, but it was a hassle. Now it is only done with the Genie, but you do get more out of it.

HDDVRs (HR20 - HR24, and the special R22) and HD non-DVRs (H21 - H24) can work with Whole Home DVR if properly setup.

Do you have SWM?

Are the HR24, H24, and H23 the only receivers you have?

Do you have a "Connected Home Adapter"?

Three services are required for this to work. Based on your older models you have the earlier structure which would require $10 HD, $10 DVR, $3 Whole Home DVR.

If those are the only 3 boxes you have, your best option would be to call Directv and upgrade the H23 and H24 to a Genie and Mini Genie Client. The Genie adds 5 tuners and and 1TB of recording space for the 2 TVs between them, in addition to the 2 tuners and 500GB from the HR24 you keep. The monthly cost is the same as activating Whole Home DVR with just what you have, but more bang for your buck. Plus this would change anything in the cabling as needed so it all works. Do not replace the HR24 with a Mini Genie Client as you keep its capabilities plus what you have already recorded.

If offered, do NOT get the new Genie-2 (HS17). In addition to some post launch bugs, it does not work with regular HDDVRs, so you would lose all capability and recordings from your HR24.
