Cable needs to get with the times. People no longer want to subscribe to a fixed list of channels.
People want to select channels a la carte. We don't want to subsidize cable channels that provide unneeded services. For example, I would be happy to eliminate ALL sports channels from my selection as well as ALL FOX channels. The tide has already started shifting to people just watching what they want via cable (none of my 3 adult children subscribe to cable TV)! You'll just lose more viewers the longer you continue this path.

Is there currently a provider (cable/satellite/fiber) that allows a customer to choose the channels they want and pay for only those channels? Is so,who?

No need for cable. Just watch whatever shows you want on the internet via channel's streaming or service like Amazon Prime, Netflix, Hulu, etc. Cuts out the middle men (you the cable company). Just because nobody offers channels that way on cable, doesn't mean you shouldn't!! Be innovative or you will be BlockBuster (or home telephones, which is another one of your business lines which is failing).

The problem... they're all about $9-$15 each. A true "a la carte" system would mean most people would pay about $45-$60 for their "three or four channels" they watch.
The most popular channels are in many more homed than the biggest 5-6 cities combined. (I looked it up via the US census a few years ago.)
If there's a better option...don't be surprised if a TV package is a better deal.
