My Westinghouse TV is off, I can't manually turn it on to program my RC72H remote to it

(Server) Records content not requested by anyone in our home. I have deleted the content. The undesirable series and shows are not listed in upcoming recordings or anywhere in recording manager. Any solutions or ideas are greatly appreciated. Thank you.
