No. The U-verse App only runs on iOS and Android devices, not Windows. The Uverse.com website that would let you watch a large number of channels also went away several years ago.
You might could run the Android U-verse App in an Android Emulator on Windows. I've never tried it.
You can also watch many channels on the channel's on website, just be sure you select AT&T U-verse as your provider.
Supposedly Windows 11, if your device can run it, will eventually provide support natively for Android apps. Whether U-verse app will work remains to be seen.
The websites for all the subscribed channels should all be accessible via your U-verse credentials and you can bookmark all the tabs to build your own mini tuner as a stopgap.
