Yes you can, @seminshoootr. BUT if you are paying for 18 and only getting 3, then there is obviously something wrong. I would recommend that you send a private message to the escalation team at AT&T Customer Care, and someone will get in touch with you.
I also have 18, but I usually get 23 or so. Why more? U-Verse adds some overhead to cover the bandwidth that TV uses of the total internet. I also work from home (VPN), have another wireless laptop, another wired PC, a tablet and a couple of phones. VPN is fast enough for my work laptop.
Call and get it fixed.

This is very much the case. I think AT&T should point this out specifically.
I kept paying to increase my Internet speed not realizing that my actual TV was pulling the same bandwidth I need for work. So I am paying (per TV) and in order to "really get" their speed, I have to turn off the televisions. This is such crooked way to operate.
Basically, I am paying twice. I pay for 75 Mbps of internet, but If I'm watching TV, I get 50Mbps.
If I watch two TV's, I only get 24 Mbps. I'm out of this as soon as the contract is up!
If I pay for the service, they should overprovision for the broadcast of the TV just as they would if I didn't buy Internet at all from them, and only got TV.
Forget this. This is why they bought DirectTV. So they could charge more to get TV over the internet, and deliver Internet the way the actually advertise.
I'm out of this!

Thanks so much for this info. I have the same problem with ATT internet. I just ordered Spectrum internet and I will be cancelling ATT internet as soon as spectrum is added.

Your ATT.net email address will cease to work. But I bet you'll have the same issues with Spectrum. It sounds like there's an issue inside your premises.
