College football blackouts on RSNs?

I know about how the major pro leagues have games blacked out on non-local RSNs, but today, every station that has the Florida State-Charleston Southern game has it blacked out.  Meanwhile, Massachusetts-Boston College is appearing on every RSN that is carrying it, although that could be because my local RSN is airing it as well.

 

Do certain teams/conferences have exclusivity contracts that allow this?

I'm not sure why anyone would have covered the FSU-CSU game, except for the College Football Player's Moms Network.  I expected the Clemson-Troy game to be a lot more like that than it was.

Aren't a lot of those games also on WatchESPN? For me, I get a lot of those games blacked out, but I can watch on my local RSN. There's always a couple exceptions, but those don't seem to make any sort of sense. I just go with the flow. If a game is blacked out, it's most likely on my local RSN.

It's funny, the link was showing last weekends games when I posted it, but says it is, but they are gone now.
