Your TV provider (Uverse, Comcast, DirecTV, etc.) has nothing to do with accessing Netflix.
You need three things to watch Netflix:
1. Netflix access (re: App/Roku/Gaming Console)
2. A Netflix account
3. Internet access

Uverse does not provide access to Netflix.
You'll need an app on your Smart TV or thru a streaming device like a Roku, Apple TV or a gaming console.

This is not entirely true. Xfinity/Comcast here in TX has an option to access Netflix via the receiver. I have a smart TV and it is easier to access Netflix via the Comcast service than through the Samsung Smart TV app.
But to my knowledge, ATT does not offer this service so your recommendation is correct.

Are you able to watch Netflix on your Smart TV (with ATT service)? If so, how? When I had Xfinity I could do this - now it seems with Uverse I no longer can, even though I still have the same smart TV.

Xfinity's newer settop boxes support the running of 3rd party apps. Uverse TV hasn't seen an enhancement in several years and unlikely to see anything new come along. ATT has announced a similar box to Comcast code-named Osprey which may see the light of day in 2019, and is targeted for DirecTV customers. This box supposedly runs Android TV which by itself is interesting as there are so few users of that platform.
Now if you have Uverse TV, you probably have decent internet speed already. Since the OP mentioned smartTV, that would be the simplest solution. Netflix and Amazon never saw a smartTV they didn't like and their apps are almost always present. I have a 2010 vintage Sony here on which both Netflix and Prime Video still work. Depending on the operating system used in the TV, using the app may not be a favorable experience, but that will always be in the eye of the beholder. Adding a streaming device like AFTV, AppleTV or Roku is simple enough too. Lot's of choices here, but based on the original question, I'd investigate using the Netflix app on the TV itself for starters. Personally I am partial to Amazon FireTV as their user interface is more straightforward IMHO.
