Inverse additional room different location
Does Att inverse (450) allow for a additional room but at a different location using wireless technology to supply internet max. And u 450 without additional charge. Ex. Allowance 5 rooms. I have 4 rooms can I use. 5th room on my yacht while docked at my slip? Without extra charge monthly.

What it would boil down to, is how far is it from your home (or wherever it is you have your Uverse service) to your slip.
If your slip is located at your home then all you have to do is order a Wireless Uverse TV Receiver to install on the boat (don't tell them you're putting it on a boat though
), then run a CAT6 cable down to the dock and mount two access points there. The one access point will be for the Wireless Uverse TV Receiver (the access point comes with the receiver), and the other access point (which you'll need to purchase) will be Internet use.
Of course none of that work does you any good once you're a few hundred feet from shore where your Wireless Uverse TV Receiver becomes useless.
For that I'd have to say maybe Dish Network might be the better choice here. They have a device called the Slingbox (some of their receivers have them built in) which allows to to use an internet connection with any device capable of streaming (smartphone, tablet, PC, smart TV, etc.) to view your TV service as if your were sitting in your living room. The caveat is you need a good internet connection on both ends (at least 5Mbps upload at home).
Ther are also marine satellite options which you can use for Dish Network or DirecTV service on your boat.
