You said your tv beeps, not the gateway. While the gateway has a low battery beep feature if a battery is installed there is no way the gateway is going to beep when you do anything to the tv with a remote.
Update 1:
Your tv may have some kind of setting which produces an audio feedback to channel changes. So for the that you again need to check the tv's owner manual.
But along those lines there is an option in the dvr/receivers for "sound effects". With the uverse remote click menu -> options -> audio/language -> system sound effects and see if it's set to "play sound effects". If it is select the "mute" and save and see if that clears the problem. FWIW though I tried enabling the sound effects but I hear nothing so I am still not sure if that's the cause.
Update 2 - hours later:
It turns out that system sound effects does work, but only for certain key presses (menu operations like Info). I hear sounds like different beep tones and clicks depending on the menu operation. None for entering channel numbers. Not sure why I didn't initially hear them. Probably not pressing the appropriate keys that give feedback. At any rate it's hard to believe you set that in the dvr or receiver given how many key presses you need to set it in the first place.
I haven't used the "System Sound Effects" in the 11+ years I've had Uverse but I turned it on and it does make a slight squeak sound when you press the "Guide" button.

That would be a feature of your TV and not the Uverse equipment. Check your TV Owners Manual for direction

@russll Follow the directions that @_xyzzy_ suggested.
