Yes. Of course if anything was scheduled to be recorded at that time it obviously won't be recording anything!

Any time the DVR loses power, it's best to allow five minutes after plugging it back in for it to fully reboot before it starts any recordings again.
You can move it to any TV outlet at your address. What you cannot do is move it to another address...just like any other provider.
