My first thought is that 6 and 28 are Sinclair channels, as they're both such in my area...either that or the OP and I have one heck of a coincidence.
However, any dispute with Sinclair has either been resolved or still has yet to be resolved. I'm getting both my local Sinclair channels without issue.

At&t does not supply OTA antennas. You can purchase an inexpensive digital antenna to use if you're within broadcast range of your stations. I use one myself to weather the endless carrier disputes.

Since DirecTV customers sometimes post in the wrong forums are you a DirecTV customer? If so there is (was) a dispute with khq (see this article) and Kayu (see this article). That last article was dated 10/10 and an agreement was made so maybe that channel might be coming back. Not sure about khq - didn't investigate any further.
And if you are a uverse customer forget all I said and as @davemize suggests just get an antenna to avoid all this periodic nonsense with the greedy local tv stations and their owners.
