My first words were "While there are some exceptions". And no they can't just "easily add another". They need to negotiate contracts, set up the ability to retransmit, and who knows what else.
While there are some exceptions uverse doesn't generally carry sub-channels. There are lots of free (sub-)channels uverse doesn't carry. You probably have higher odds if you just get an antenna. Maybe they broadcast in your area (verify here). If they do check tvfool.com to see if it's even possible with an antenna.

Dish has Grit tv as well. It is a free cable channel.
