sync closed caption to voice.
Music an the Spoken Word Closed Captioning (CC) is seldom in sync with the live (?) broadcast that I receive on AT&T U-verse BYU-TV Channel 1567 in Encinitas, CA 8:30 AM Pacific. . the only problem is syncing the phrase to show up a half second before the choir sings the phrase. . . . just like for karaoke. Hard of hearing. High priority for me.

Welcome to Community and Forums! In addition to providing the best quality programming available, we do also take great pride in offering our valued customers reliability with their viewing experience. I would be very happy to look into the issue you have been experiencing with your closed captioning being out of sync while enjoying your favorite shows on Channel 1567.
To begin, have you experienced the same issue with other channels as well? If the only channel with this issue is this one, then the problem is with the network program provider. You can contact BYU Broadcasting to report your concern and make suggestions.
If you have any further questions or concerns, please let me know. Thank you for your time!

Closed captioning is almost never in sync with the audio for some reason - especially on live shows, as it has to be typed in by somebody who is listening to the audio and then typing it in.
There isn't really anything AT&T can do about it, as the closed captioning information is part of the broadcast itself.
