What's screen resolution got to do with picture quality?  I think you may have you screen resolution and zoom setting wrong either on the tv, the dvr/receiver, or both.

For the dvr/receiver, on the uverse remote press, menu -> options -> system -> tv screen resolution.  Set to 1080i.  When displaying a channel there's also the zoom setting.  Press zoom (on the S20 remote), options (on the S20/S30 remotes). On the right select zoom in the menu and set to normal.

Your tv has similar controls so you need to play with them too.  Read your tv's user manual on aspect ratio and zoom controls.

And if you already have played with all these things and still think picture quality is bad, well it is what it is!

None of those settings work. Is what it is is the problem because the service is horrible.

Maybe you should post a picture to illustrate what you are seeing.

Are you on the HD channels? Channels 1001-1999 are HD. All others are SD with a few exceptions in the 3000 range which (mostly) duplicate in the 1xxx range.

Yes on HD channels. Basketball and football are the absolute worst. Had DTV sat for 18 years with NO ISSUES-EVER. Crystal clear. ATT should also disclose-don't produce 1080p. Only 1080i. It's 2019 not 1990. When watching basketball or football the players faces are distorted and pixilated from a court view (distance). ATT compression ratio/rate for the HD service is subpar with today's standards. Uverse has been the worst TV watching experience I've ever seen. I thought the other cable provider was bad until Uverse. If compared to even an streaming service it's horrible. It's known that Uverse is likely in the way out so there's no investment with the service or equipment.
