I get QP1507 errors on the pay stations but the free network stations seem to work. This is true for my smart phone and my tablet. This feature obviously doesn't work and AT&T should delete it from their advertisements and can the app.

It could be an account problem, the app does work, at least on my device.
You might want to try clicking this

I do not know that this statement is true, though it would not surprise me. There are other possible restrictions, such as screen size, whether you have the device connected to a TV via HDMI.

You might be onto something with the rooted devices. I do notice a difference between my rooted Samsung Galaxy S7 (SM-G930F) and my stock Samsung 10.1 2014 Edition Note Tablet. In summary the Note Tablet does not get the QP1507 errors. However, there are still some errors such as NL1007 (ch1004) and DI0005 (ch1007). I don't get these errors on Apple devices.
Also, I wonder why my rooted GS7 gets many QP1507 errors, but some channels work fine. For example, checking the 1200 channels the GS7 works on 1215 (msnbc), 1216 (cnbc), 1265 (NGC) and 1266 (NGW). It gets QP1507 errors on channels 1202, 1203, 1207, 1208, 1210, 1211, 1221, 1225 and 1255. If rooted device was the culprit for this error shouldn't it be expected to get errors on all channels??
