No. It's just a rumor.

AT&T is ending support for U-verse streaming via U-verse.com through supported browsers, and the App may be unavailable on Xbox One and Windows mobile operating systems, as early as May 30, 2017. Robot Happy

No it is not being phased out, the only thing that is actually happening is AT&T is ending support for U-verse streaming via U-verse.com and App on devices.

A salesman literally just said it was being phased out like 10 minutes ago trying to get my elderly parents to switch to direct tv yet again. This is where the rumors are coming from.

No more dishes for me. Brand new roof went on dish was hanging off so figured this was a good time to take that albatross off my roof. U-Verse gave me a good 12 month promotion, have the fiber optic cable running, upgraded to U 1000, promotion of $75/month, U 450 for $99. If they decide to pull the plug on U-Verse, Comcast would love to have me. They even have 1 gigabite service here too. I'm not worried.

AT&T pays fees for all their subscribers. Their fees per DIRECTV subscriber are less than their U-Verse subscriber fee.

The reps will beg and plead for all of us to switch, but the company currently has no plans to shut down their U-Verse equipment.

See my reply up there from May the 9th? Well, these snakes were back again at my elderly parents telling them that it will be phased out. Twice in the same month! "Then you won't have tv anymore" I literally heard that with my own ears before I told them to get the &*&^% out. They have a no solicitors sign right above the doorbell that they rang. I am so glad I was there, and I will be complaining all I can to get them to stop it. The whole block is elderly people and 3 that I know of are switching because of these dirty sales people.

Hi @Sandhill.  I know this post is a few weeks old but if you are as upset as I think you are, I would send a PM to @ATTHelpForums.  AT&T is pushing their sales (including third party ones) to sell, sell, sell, Direct TV.  I had a sales dude in Walmart tell me that I was "stupid" for staying with a dying product.  I'm not violent but I imagined my stupid foot broken off in his pushy rear. 😉

Just talked a door-to-door guy, claiming to be from AT&T. I think he was wanting to sell me cell phone service. I'm a fiber and U-Verse customer. I told them about the TV problems we've been having. A second guy got out of the car and told me "we have nothing to do with U-Verse." I asked, who is "we?" He said "AT&T doesn't sell U-Verse anymore." I asked him to take it off my bill. I don't know if these guys are AT&T employees, or a third party, either way they really botched this sales call!
