Great question, and thank you for bringing it to the Community Forums. I can definitely understand wanting to keep apprised of events in another state, as I have family all over the place. I would be happy to share some details.
Your local channels are going to be defined by the billing address on the account. If you are accessing the U-verse app from your smart-device, and the billing information is set for North Carolina, you can definitely view those channels while in Florida.
If the billing information is set to West Palm Beach, these would be the local channels which would be available. I hope this information helps.
