Netflix, AT&T reach deal to allow faster, smoother streaming
@hpmsrm (Phil) should be a happy camper, now that Netflix has paid AT&T for access to AT&T's servers. This interconnection agreement should allow for fatser and better quality streams. It was signed in May but the accessers began this week. Enjoy!

I would not blame the FCC for this. I would blame the courts who threw out the legality of Net Neutrallity laws. Supposedly the FCC is rewriting them. My gut says that the AT&T's, Comcasts' Verizons and such have greased the system to allow this to happen. I will say that those firms are no longer in the FCC's back pockets. So, they tried the courts, lol.
