If it's all the time on all programs, check the settings on your TV (NOT the Uverse box) settings for Aspect Ration (4:3 vs 16:9).  It could be called something else depending on your the brand of TV.

 

There will be times that regardless of settings an old program will have black bars on an HD channel.  Case in point, I just checked on SYFY-HD showing The Twilight Zone (1959).  There black bars on each side since 4:3 was the standard.

Don't mess with old people.  The older we get, the less "Life in Prison" is a deterrent.

Black bars on the top and bottom of the screen would indicate that the station is broadcasting a program that was filmed in letterbox format 2:39.1 as opposed to 1:85.1 which fills the whole screen. Now if all the HD channels are doing that you probably have a messed up setting on the tv.
