IR/RF

Can’t change it to RF. I get the green line blinking once and then it blinks twice but it does not say applying settings. I’ve done this about a hundred times. Changed batteries to brand new ones twice. Reset remote reset directv tried everything I can. All I want to do is be able to connect it to my tv.
