unable to program genie remote

No buttons work on new remote; I pressed enter and mute button at the same time, and green light blinks about 60 times constantly.  The green light turns red briefly at the end of green blinking.  Talked to customer service at AT&T, after several attempts at programming the remote and nothing worked, she said she's sending a new remote.  I received a new remote via FedEx today, and again, it doesn't work.  The representative I talked to today, is sending a new remote.  They won't send out a DirecTv repair person to look at the situation.  I have the monthly service plan.
