Am I only allowed to record 20 hours of programing a month with the standard package or do I have 20 hours of storage capacity so as long as I delete items I can continue to record programs.

You can have 20 hours of stored/recorded programs in your dvr list. If it goes over 20, older programs get deleted first for newer programs.
