Multihousehold use of DirectTV Stream

I understand you can have 2 devices outside of your home network.  It does not address the question though about other household using it.  Could you please be specific that another household (sibling in the same city) can stream simultaneously?  A simple yes or no is what I'm looking for.

How about making it clear that the service can be shared among 3 households, instead of "you can use the service for up to 2 devices outside of home network".

I'm almost positive "outside of your household" means "while traveling" such as when "people who live at that household are away from the house."

If Dad is away on business or the family is at the lake house, that's what counts.

Not "the guy down the street stealing service which he doesn't pay for."
