phone call

Just received a phone call saying that DTV streaming is updating service and in 2 weeks my current tv’s are only working at 25%.  For a fee of $10, they will upgrade the system to work properly. I am very suspicious, is this a scam or not? And, they will not just apply the $10 fee to the bill. They want to charge it separately via a bank withdrawl over the phone.
