DIRECTV Stream remote does not work ..blue lights blink on top of remote

Thanks for reaching out, we are always glad to help here in the forums.
To get started with your remote, check out this awesome resource article on how to Troubleshoot the DIRECTV STREAM Remote. If that information does not work, the next best thing to do, is to unpair the remote and pair it back again with the TV. Don't forget, that if you are using more than one DIRECTV STREAM device, the remote it came with, is the remote that you should be using on it. You can't use the remote interchangeably between other devices once they've been paired.

We had an a remote connectivity issue recently and tech support had up push the mute button and the enter button at the same time for a few seconds until it paired. (Mute button has a picture of a speaker with a line through it.)
