Yes it can. Go into your Dtv stream box remote settings--program remote---then scroll down to 'speaker system' and choose Onkyo

The DirecTV RC82V can in fact control your AV Receiver. In the remote menu settings select Manual Settings. Enter model of receiver. For example my receiver is a Yamaha RX-V667. It will automatically set the codes.
