Web OS native app
I just finished reading a post from November 2021 saying that there is no DirecTV Stream app native to Web OS. Given that it's now a year and a half later and there's STILL no app native to Web OS, can I infer that there is no plan to ever have such an app?

Probably, but who knows. Actually, your best option is to purchase a true streaming device for the service. They perform better, are faster, and the manufacturers provide better support. The TV manufacturers are only interested in selling TV's not software.
