If you're not receiving a channel that you're subscribed to you should call customer service. 800.531.5000 is the number for DirecTV. Have your account number handy.
Seriously, customer service is awful. They claim you have to buy it ala carte even though they list it in the Premiere package. This looks like a job better suited to the BBB or Attorney General.
I have nothing to add that SoloTX didn't already say. If you aren't getting a channel that's supposed to be in the package you're paying for, you need to discuss it with support.

The EPIX channel is shown as part of the Premier package in one online table, but it should not be. I hope AT&T will correct that error.
This PDF correctly does not list it as part of Premier:
