Connecting RC73 Remote with Insignia Sound Bar

I seem to have a 2 part problem when attempting to pair my RC73 remote with an Insignia sound bar (model NS-SBAR21F20). First off, when I connected to sound bar to my receiver (Model HR44-700) AV jacks and turned everything on sound is coming out of both the sound bar and the tv. The RC73 will then control the volume on the TV, but not on the sound bar and obviously the sound bar remote only controls the sound bar so these 2 volumes can be controlled independently which seems weird. Ideally, no sound would be coming from the TV and everything coming from the sound bar with its volume able to be controlled by the RC73.

Next, when trying to pair the RC73 with the sound bar I have entered the RF mode and gone to settings, remote control, pair/program, program audio device but then the brand Insignia does not show up so I have no way to go through the rest of the process.
