RC66RX Remote

What is the DIRECTV receiver model? Have you went to Menu, Settings, Remote Setup, and Program TV? Also, be sure to put the RC66RX remote to TV mode when pairing and to eliminate the possibility of several codes you should choose both the RCA brand and model RTU4300.

Yes I tried all of that and it still won't work

Please follow the next steps. 
 1. Reset the remote 
 2. Press and hold Mute and Select until the green light above the mode switch flashes twice.
 3. Enter 9-8-1 on the keypad. The green light should flash 4 times.
 4. Program the remote again. 

Please let me know if the troubleshooting works.

What DVR/Receiver model number do you have?

Receiver HR44/200

That is the problem the RC66RX will not control the HR44 or program in RF, you need an RC7X.
