DirecTV Stream Device/Box 720P Best you can get
I just installed DirecTV stream device on my 4K TV and noticed that the picture was pretty bad quality, tried to fix and then in the device info it says the stream quality is only 720P and theres not an option to change it to even 1080. Is this the best it gets? If so, HUGE disappointment, and I definitely won't be paying for junk like this.

You may want to go into your TV's picture settings instead and adjust the settings from there.

A lot of content from the providers is 720p. Yes, there is some 1080i out there, but not a lot.

Did you try to turn HDR off on the dtv stream box? I turned that off then chose 1080p as my display setting (even though 4k is recommended) My Samsung tv's picture looks better if I choose 1080p

When going from 1080 to 4K upscaling will be required. A high end TV will likely do a better job of that than the AT&T box. A low end TV may not.
