RC83V Remote problems

My NEW remote works when it want to.  I have used the AI over and over again to repair each time the online system says it the unit is paired.  I have changed the batteries over and over again.   But some buttons will work and others will not.   The two blue lights at the top of the remote flash each time I press a button.  The AI tells me if the unit is paired correctly (again being to to check the online information to make sure) the lights will not flash.   BUT the unit is PAIRED, BRAND NEW BATTERIES, and the blue lights still flash.  Sometimes the buttons will work, then the next time I press the same button nothing happens.

I was forced to switch to DIRECTV streaming as uVerse was being shut down.   NOW, I find myself getting more and more aggravated.   There is NO in home service just AI.   I am very close to ending my Directv Streaming service and going with someone else.

I am wits end, with why will a brand new system just refuse to work correctly, I never had this kind of problems when I had with AT&T.
