4:12 hours trying to get service/billing help PLUS 3 hours with home service

For 4 months AT&T only had my service half hooked up.  Half the wire hook up = half the power.  Resulting in slow internet and daily rebooting of system.  Until one day I completely lost service.  Service man came to house discovered problems.  Also couldn't get cable working at all .  Ran new outdoor wiring, above ground because the ground is frozen, without repair(48 hours of no service).  Next day new service man arrives and discovered that new line was hooked up wrong at the pole.  Thank you for a new above ground wire that I didn't need.  ATT stole my $$$ for 4 months of service that they did not deliver. I want my $$$ back!!!  I have been stuck in the telephone loop for help for a total of 4 hours and 12 minutes!  I have told my story 25 times (literally).  I have even been hung up on!  I have been sent to the an esculation team and told theywould get back to me in 3-5 day that was 21 days ago. YesterdayI called again and was told that someone was going to call me back...didn't happen, SURPRISED!?!?!?  Can someone please help me!!!!
