AT&T Cable running through my yard

I usually don't complain but I tried to reach AT&T Customer Service today, last year AT&T install some wireless cable for my neighbor through my yard, the workers left a huge mess none fix it, this year I decide to put fence on my yard, the cable was broken, AT&T return again the cable has been sitting on my yard for two weeks, I just tried to speak with one of the AT&T people to come to my house and remove the cable.
