AT&T Planned digging in my front yard without notification

Came home to little flags and markings/spray paints in my landscaped front yard indicating AT&T is going to dig in my front yard.  This is without my consent or without notifying me, the homeowner.   Is that legal?  Who should I talk to about putting a stop to this?

If the area planned is in an easement, yes.... no notification required, access cannot be denied, digging is permitted. 

What makes you think it will be ATT and not another company performing the digging operations. Markings and spray paints would be from a locator service (811) request that was placed to install new wiring. Do you also have unground cable lines in that area as the two serving terminals are generally within a few feet of each other. A flag just indicated whose line is currently buried not what is going to be buried.

i am in the process of finding out about easement status with the county.  In the mean time, if the work pushes through, won't my internet services be interrupted as well?  Also, arent contractors , out of courtesy, give us a heads up as well?  And contractors are supposed to fix the landscape like the way they found it, right   These are things that should be addressed with the homeowners before they even start!
