Beyond Frustrated

I call time and time again to discuss my bill and I can't speak with a representative in the US. WHY? Instead I get Asia, Phillipines, etc. There is a break down of communication and understanding. I live in the U.S. so why can't I speak with someine in the U.S. that understands?
