I agree with Constructive that the best way to tell is to examine your bills to see where the change from month to month lie. Large changes normally come from Promotions that expire (and they normally do have a 3 month lifetime). Another thing that may be on your bill is a USF fee (and/or other similar fees) that are computed quarterly and usually do go up, and only rarely down, these normally only change a few cents.
