Chat dept refuses to honor a reduced rate offer I was given yesterday.

I received a written offer from your Chat line service yesterday to reduce my monthly rate for Uverse + Internet, and today they are refusing to honor it.  How can I get this implemented as committed by the ATT Chat rep yesterday?
