Exposed Wires, Cable and General Unsightliness

I am the secretary of a Neighborhood Association located directly off Taylorsville Rd.  There are several areas within the community where AT&T has left large amounts of exposed cable wound up near the CATV pedestals and often the upper cover is left off the pedestal.  The residents are complaining about the appearance and it is also a problem when the grass is cut.  

Complaints have also been received about exposed wires around the AT&T phone boxes on the outside of the houses.  Attached are pictures of a couple of areas we are looking at every day.

I will be glad to meet with someone to point out the specific areas and to discuss what can be done to make the areas look more presentable.
