Filing a formal customer service complaint

I have spent hours on the phone with customer service since December trying to resolve a payment issue. I want to file a formal complaint against your customer service department. Not one person did what they said they would do. You can never get back to the same person and have to start over with another incompetent customer service person. I’m fed up with it!
