How much is a 45 mbps conenction?

I've looked around AT&T's website but it confuses me, I saw the $29.95 dollars a month and it seems to be too good to be true kind of stuff, and I also read about it being a "promo" what does that even mean? If anyone could enlighten me, that would be very much appreciated.

TL;DR : What is the true price of 45 mbps connection (without any bundle).
