Is there a way to figure out how to contact service management?

I have had three technicians come out, today is the fourth for the same unresolved issue. My TV continues to freeze, my internet comes on and off and my phone goes in an out.  Every technician has told me its something in the street that they are fixing. It never gets fixed and I am tired of re-explaining everything to support.  Does anyone know how to get a higher level of support or talk to service management?   If you have to rip up the street to find the issues, at least let me know how long it will take and whats being done. This really bites.
