question about rates

I would like someone to contact me about decreasing my bill.  I spoke to someone today and it was decreased by $9.  While that helps, I don't feel it is adequate.  We have been an at&t customer for many years.  I am trying to reach your loyalty department.  They spoke with us in the Fall when our promotion ran out.  We did not want to make the changes they suggested and they quit contacting us and did not offer us another promo.  I would rather not look into other options to replace Uverse as we enjoy it, but am becoming very frustrated each time I pay my bill.
