Can someone tell me (without giving a generic Bull answer) when UVerse will be available to my area (39465) since AT&T will NOT allow any new DSL activations?

This is not something that AT&T announces in advance, so unfortunately no one will know any dates. You can sign up to be notified when it's available here.
