Who can I contact regarding damaged grass?

I would like to be put in contact with someone who can assist with issues we are having with an AT&T contractor that is currently installing cable through my neighborhood.  I live in the south and have a warm weather grass that is currently dormant (its January).  I want assurances that AT&T will be coming back out to my neighborhood to resod areas that they have ruined as sodding warm weather grass in the winter won't do any good.  A good deal more damage was caused to the yard yesterday as they had to have people from both the natural gas company in town (they cut a gas line) and people from the cable company in town (they cut the cable company's lines) come out and fix the problems. 

Most of these issues could have been fixed with some communication on the front end as to what was going on and how AT&T would work with the neighborhood with the inconveniences they would cause as well as property damage. i.e. I would have known I had to reschedule cleaning lady that comes to my house in advance since they couldn't get near my house yesterday with all of the work crews there.
