Why do they call it customer service?

I have Uverse U450 and Internet. Every year the promotions expire and my bill jumps $50. Every year I have to argue and waste time to renew service at any near the same price I have been paying for 7 years. Every year the billing department screws up the new service fees and over-charges me. Every year I have to spend hours getting it fixed and they have to send me refunds. Why can't they just put in a decent rate and leave it? Why do I have to go through this every year?
